In The Royal Manticoran Navy, we like leaders.
We do. Really. We offer many opportunities to take an active leadership role in the group, and we are usually willing to create roles if there is a desire or need. We call these echelons, and they are every size of grouping between the ship and the fleet.
And we love these things. While a real military may form and dissolve divisions and squadrons as needed, we tend to make them more permanent. And that is a good thing. It gives not only structure to the fleet, but gives the local chapter a support structure that is where they are.
I am south of Chicago – nearly 6 hours drive from Minneapolis – so I can’t see what a chapter might need there. I am equally far from our Ohio and Kentucky chapters, with the same lack of immediate knowledge of issues there. Which makes the echelon COs in those places vital to the health of the local chapters.
And we will form as many of these echelons as possible, to give not only the support of others in the area, but to encourage people to step up and be leaders.
And, surprisingly, the role of leader above the chapter level is not harder than being a chapter CO…quite the opposite, actually.
It’s easier.
See, the local chapter is the most important unit we have in TRMN. Full stop. The ship is the driver of activities, the recruitment base, the lifeblood of the organization.
And as an echelon CO (or Fleet CO), the job is not to run the ships under your command, but to enable the success of the ships under your command.
This means encouraging them, being there for them, supporting their actions and decisions, encouraging their growth and development, and then backing them up when needed.
It’s a lot of getting out of the way of the ship’s success.
I encourage you all to look into forming into echelons whenever possible. The chance to belong to a group where you are is part of why we all joined TRMN in the first place.
And you might surprise yourself, and discover a talent or passion you might not have found otherwise.

October Reports
This is a reminder that your Chapter and MarDet reports are due by October 10th. One thing I found amazingly helpful when filling them out was to use an online document (Google Docs, Word Online) to keep things organized as they happened. Then, when the reporting month hit, I could just copy and paste them into the reports form, and be done. No trying to remember what happened two months ago at the last minute!
Marines – you now have a new online form to fill out for Bi-Monthly reports. The link is below. It will send the reports to your command triad, your Ship’s CO and to ComForceCom. Please use this form to send in your report that is due on June 5th.
There is only one stipulation with the form at this time. Please do not use autofill. Autofill does not work properly and that information is deleted in the report. You can copy and paste information into the report but forgo the autofill function.

Fleet Staff Needed
With the change in command, the following Fleet positions are open, and in need of filling:
Deputy CO
This is a Commodore (F1) position.
The DCO is there to serve as a backstop for the CO, and take over in the event of the CO’s absence.
In practical matters, the DCO will serve as the filter for the CO – handling issues that may arise, as possible, and keeping the CO informed when issues do arise. This position is, hopefully, a .5 ‘hat’ position, but may rise to be a full ‘hat’, as regards the 2 Hat Rule.
Chief Of Staff
This is a Captain (O6 A/B) position.
Th Chief of Staff is also a layer of problem solver between the CO and the several ships. The CoS is also the leader of the staff officers, and may be considered as their immediate supervisor. Duties include making sure that reports are tracked and in on time, handling issues that arise in the staff, and generally keeping everything straight with the fleet staff.
Please note that all rank requirements must be tested to in order to receive appointment to the position.

Fleet Events
What makes a fleet event, as opposed to just an event?
In the broadest sense, it means that the organizers of the TRMN presence at the event requests Fleet Event status from the Fleet CO, who then agrees and grants it. This is an unlimited grant pool – we can declare as many or as few as we wish in a year. Obviously, the goal is to be active enough, and at a large enough scale, to have everything be a fleet event.
So what is the actual criteria for such a designation? You won’t find it formally codified anywhere, leaving it to the Fleet to make their own criteria. Which is nice, as it allows us to set the flavor of our fleets. And not so nice, as it creates a pressure to ‘get it right’.
So I asked VADM Neitz. And the answer I received was “To me, this is a TRMN “operation” that requires planning and coordination, attracts a “good number” (I am being fuzzy here, it is a judgment call) of members to work together to some goal. Typically that goal is recruitment and the advancement of TRMN’s reputation in the larger fan community. As a side effect, working towards this goal also results in TRMN members working together and building team spirit and social interaction and relationships.”
Ok, that works. However, I am a firm champion of the idea of an objective standard for things. That means there is a bar, and everyone who meets or exceeds the bar is ‘in’. It removes the need or temptation to compare things to see if they are good enough. For example, CONvergence is a Fleet Event (often Admiralty House too, but Fleet at minimum), do I compare the impact of that to, say, Palos Heights Public Library Fan Con (one day, 10AM – 5PM) for designation? Of course not, that is the largest event in the Fleet vs something that had it’s first running this year (9/28, actually).
So what is a Fleet Event?
I won’t make this an order, that seems to be overstepping, but here are the criteria I look for, at the minimum, in order of importance:
- Some form of recruitment table or point, staffed for a minimum of 4 hours per day the event runs. I know some cons don’t do tables, but some kind of recruiting effort should be made. The 4 hours is a holdover from when that was the bar for receiving awards for working at a convention (no longer the case, per the Award Manual). This is pretty much a requirement.
- Another activity that we run. Party room, gaming, Artemis, whatever. We need to do something more than hang out at a table to show who we are.
- Two or more chapters involved in the planning and execution. Obviously, I can’t rescind the designation if only one shows up, but we need to promote cross-chapter planning. So let’s start with trying for a minimum of 2 chapters involved.
I would add that the event itself should be such that it can attract members from more than one chapter, otherwise it’s a local event. Fleet implies a broader reach.
Remember, this can only be awarded to you once per year, so it is important to look at the event, and ask if this is something that is bigger than one chapter, is it really a local event, or larger in scale?
Because this is a guide, not a rule, let me know what you are participating in, and I will see what we can do. My goal is to have us active and awarded as much as possible. That means finding ways to have as many events as we can be Fleet Events.
