With the beginning of 2020 upon us, I wanted to talk about what plans I have for the Fleet moving forward. These are, admittedly, ambitious. I believe in what Burnham said, we need to make big plans, and strive to meet them. This way, should we fall short, we still did more than we might otherwise have accomplished.
So, in order of importance, here are the Fleet Objectives for 2020.
Begin A Fundraising Campaign – this will be the core of much that comes later. We have, approximately, 1100 people in the fleet. My goal is that 100 of these people commit to $5.00 a month in donations. That level would produce $6000 by the end of 2020, and place us on a financial footing to do a lot of good things. From donations to Big Cat Rescue, to fully funding fleet coins, to setting up ‘welcome kits’ for new chapters, we would be able to help our members, and be a bigger force for good in the organization and the world as a whole.
For this, I am looking at Patreon as an example. Funding that way is easier than asking people to click a button every month, and Patreon is a secure platform. I have reached out to JAG Parker to hammer out the legal and RMN issues with how we proceed. We may use Patreon itself, or a similar method over PayPal, or something else, it remains to be seen which process is best for our needs.
Design & Stock New Fleet Coins – we are low on the excellent coins we have been using. Sadly, the order of a new coin run is not an inexpensive proposition. A ballpark for 300 coins is $1200. With the above funding plan, we could potentially order these in March…
NASFIC Columbus 2020 – Each year that WorldCon is outside the US, there is a NASFIC convention. In 2020, that convention is in Columbus, OH. Since Columbus is in Second Fleet, we need to be a presence there. I have commitments from HMS Demon’s Bosun to attend, and I plan to be there as well. I hope we can have a fairly large group showing up to represent David and the RMN. It’s not inexpensive, admittedly, but it is something I feel is highly important to do. More on that will be posted all year.
Fleet Growth – I know, this is the one thing that is specifically listed as a duty, and I list it last. I want to keep the eye on this particular ball all year, but we need to do it right. I consider the way we grow to be as important as how much we grow. I want our chapters to be alive, vibrant places where members feel at home, not the kind of place where folks forget they even joined. To that end, let’s be purposeful about growth. I want us to have a core in place – some unifying thing – before a chapter launches. I want to add people to chapters who fit that chapter – if we have a quiet, bookish chapter, adding adventure sports junkies might not be a great fit, and vice versa.
By no means should we turn people away! We are, and must always be, open, accepting, and affirming. Membership is always open to all. My concern is that if we cram people into chapters where they don’t feel at home, we contribute to stagnation. Let’s focus on growing with chapters that share a commonality that would keep them together without TRMN. We can be a framework, but shouldn’t be the glue.
So, that is what I want to accomplish this year. I believe in accountability – if you have a passion for some aspect of this, let CoS McCauley and myself know! I, in this role, have to hold expectations of the command triads, and that is always a two way street. Hold my feet to the fire for the projects you are passionate about!
We only move forward if we all move in the same direction. I hope this beginning of a road map helps provide some insight into what I feel is needed.
2020…it can be a lot of things, let’s make it a great one for Second Fleet!

February Reports
This is a reminder that your Chapter and MarDet reports are due between February 1st and February 10th. One thing I found amazingly helpful when filling them out was to use an online document (Google Docs, Word Online) to keep things organized as they happened. Then, when the reporting month hit, I could just copy and paste them into the reports form, and be done. No trying to remember what happened two months ago at the last minute!
Marines – you now have a new online form to fill out for Bi-Monthly reports. The link is below. It will send the reports to your command triad, your Ship’s CO and to ComForceCom. Please use this form to send in your report that is due on June 5th.
There is only one stipulation with the form at this time. Please do not use autofill. Autofill does not work properly and that information is deleted in the report. You can copy and paste information into the report but forgo the autofill function.

“It is my pleasure to announce the completion and release of the Commanding Officers’ Manual, presented by the Bureau of Ships. This guide was re-written, from scratch, in order to provide a nexus of all the information pertaining to the duties of Commanding Officers of all Ships within the Grand Alliance. Although this is geared towards Commanding Officers and their command teams, there is a plethora of ideas and information that would be helpful to all members in the organization. I highly encourage anyone and everyone to browse through it.
“This manual also lays out the process for creating, commissioning, and operating a chapter, to include all the steps that a team must take, and what our general flow is regarding said chapter creation. Hopefully this will allow us all to work more smoothly, and have less surprises down the road.

RE: Status of the Black Sphinx Cup (Naval Directive 19NO-01)
Attention:
This Naval Directive rescinds the 1SL Intelligence Memorandum dated 7 January 2016, subject “The Inaugural 2016 Black Sphinx Cup and all Fleet Cups” wherein the Black Sphinx Cup was created and perpetuated.
This year will mark the final Black Sphinx Cup competition within the Royal Manticoran Navy. After receiving overwhelming negative feedback from many members of our organization, along with confirmed reports of activities in opposition to the spirit of the competition, have led to little choice in ending this event once the 2019 winner has been determined and announced.
On behalf of Fleet Admiral Boundary Waters, we would like to thank the tireless efforts of all of the members and chapters who participated in the Cup challenges of this year and years past, to those members who acted as challenge liaisons for their chapters, directors for their fleets, and the intelligence staff officers who worked alongside Sir Steven Rosenthal to conduct the Black Sphinx Cup. We would also like to thank and acknowledge the work of Sir Zach Perkins for founding the Cup in the spirit of fostering healthy participation amongst our members.
Numbered Fleet Headquarters are at their discretion to consider and execute their own events in 2020. Our office is already on plans for 2021; a yearlong event designed to promote and preserve collaboration and cooperation above competition.

Flag Thoughts On The BSC Announcement
While I am tempted to leave it there, I feel that you need to know more about why I supported this decision, and why I believe this was the right course of action for the organization as a whole.
Using competition to increase camaraderie and cooperation is, at best, a challenge. When some form of award is introduced, there is a set of the population that switches to a ‘must win at all costs’ mentality. This is the same mentality that sees nothing wrong with stealing signs, under-inflating footballs, or paying people to admit your child to a college. This kind of behavior is wired into us at some level, and that it presented itself in the RMN is not to be unexpected, especially in a competition.
So while the goals of the BSC were noble – and we did, at the individual chapter level, see increases in participation in some chapters – the reality is that it was going to have the problems that led to it being ended. That was unavoidable.
We have seen, across the organization, people caught undermining others, cheating, seeking to upend the rules to benefit themselves, complaining, and generally not behaving as we expect our friends and members to behave. There are, due to how reality works, issues with scoring (percentage vs raw numbers – each favors one kind of chapter). There are issues with accessibility, issues with objective scoring (what I like as opposed to a set bar), issues with many, many things.
So it is being ended, to help the organization as a whole heal some.
I have, since this was first floated in a FCO meeting, been in favor of the decision to end the BSC. I believe we can find ways to achieve the intended, positive, results with internal, non-competitive, activities. I want to explore these over the course of 2020. We, as a fleet, need to first decide if some form of internal competition is desired, and then what shape that may take.
Whatever we decide, until the 1SL puts out the new Fleet E guidance, we won’t be making any final decisions. The BSC existed for two reasons – a mechanism to award the Fleet E, and a way to build activity. The first reason is changing with the end of the formal competition…we need to work with that change to achieve the second reason.
Stay tuned – I have some ideas that we can work with to make whatever changes happen work for us, and we have some great people in the Fleet – both in official leadership roles and in the general membership – who will have ideas on how to proceed in a way that is beneficial to the membership, individually and collectively.
We will take this change, and use it to continue our tradition of excellence.
Finally, a resounding Thank you to all the BSC participants, coordinators, and leaders over the years! You have all kept us Second to None!
